Chris Larkin, Chief Executive Officer

Chris is a builder of high-performance teams and a natural motivator who thrives in environments requiring both a big-picture strategist and an execution-oriented tactician. An innovative problem-solver, his career spans 30 years and is punctuated with accomplishments. He is a highly experienced chief financial officer recognized for improving organizational effectiveness and efficiency in both fiscal and operational leadership roles. Most recently, he served as CFO with United Retirement Plan Consultants. Prior to this, he worked in various Finance and Accounting roles at Nationwide Insurance, Wausau Insurance and KPMG Peat Marwick. A Certified Public Accountant, he is a member of both the American Institute for CPAs and the Ohio Society of CPAs. He holds a Bachelor of Science and Business Administration in Accounting from The Ohio State University.

Barbara Freeman, M.D., FAAFP, CCM, Chief Medical and Administrative Officer

Dr. Freeman lives the InHealth goal of not just improving health insurance, but also improving the health of everyone in the community. All of the programs she is involved with encompass a holistic approach to clinical management and are focused on improving clinical outcomes, improving functional outcomes and providing fiscal accountability to the client (the insurer, the reinsurer, the employer, the state or the federal government). Her exceptional skill is built upon a long and prosperous career. She has 30 years’ experience as a healthcare executive and medical officer and over 35 years as a practicing physician in rural and urban Kentucky. She has over 25 years’ experience in care management functions, network development, PCMH, ACO and quality improvement for managed care initiatives. Add 18 years serving as an EVP and chief medical officer for such health insurance companies as Pioneer Financial Services, Clarendon and Conseco along with coordinating products with reinsurers such as Munich Re and American Re, and it’s easy to see her expertise.

Having worked with all models of managed care providing leadership and securing URAC accreditation in UM, Case Management, Telephone Triage and Disease Management, Dr. Freeman understands the world of health insurance better than most. Her dedication has led her to develop innovative programs which enhanced members’ abilities to be more responsible for their own care, engaged providers peer to peer in the process and protected the fiduciary responsibilities of the insuring entity. Multiple comprehensive care coordination programs she has helped initiate and build have been developed and implemented in rural areas where their positive impact can be seen almost immediately. She has been appointed by the URAC Executive Committee to its Accreditation Committee and has served as the co-chair of JCAHO’s Health Plan Technical Advisory Committee.

A significant portion of Dr. Freeman’s career has been to serve as chief medical officer for government health programs and insurance companies. Under her leadership, integrated systems of care in support of local providers were developed and implemented. Results from these activities serve a consistent pattern of meeting and exceeding Milliman and Robertson standards, while involving the local providers and assisting members in acquiring appropriate quality care. She also has served as a care management consultant and speaker throughout the United States. Her presentations have inspired peers, insurance executives, community based organization leaders, civil servants and elected officials to seek the highest quality of care in the most efficient and most effective manner possible.

Dr. Freeman also is a clinical associate professor of family and preventive medicine in the Department of Family and Preventive Medicine, University of South Carolina School of Medicine-Columbia.

Carol A. Deibel, Chief Informatics and Quality Officer

With a career that spans nearly three decades across actuarial, clinical advancement, economics, finance, and operational capacities, Carol brings a wealth of health care benefits experience to InHealth. Here, she actively works with InHealth’s vendor partners to develop the best possible benefits programs. In addition, she has health industry experience gleaned from improvement projects with the Patient-Centered Medical Home, Charitable Rx Bulk Replenishment, Quality Reporting, and PPACA for Social Sector Leaders programs. She holds a Bachelor of Business Administration in Management Science and Business Management and is involved in the community though the United Way of Central Ohio and Barriers to Care Committee.

Jen Patterson, MSNM, Vice President, Business Development, Communications & Community Affairs

Jen is actively leading the charge to establish relationships within communities and nonprofit organizations throughout Ohio. She understands the importance of truly connecting InHealth to those we serve, and she’s tireless in her pursuit of this goal. She brings 15 years of experience exclusively in the nonprofit sector where her primary focus has been on communications, marketing, community engagement and revenue development in the homelessness/housing sector. In addition, she has deep expertise in program development and implementation, administration, and direct service, along with experience in grant writing and volunteer management. She also previously served on the community advisory committee for a community-based radio station in Chicago. With a Bachelor’s degree in Communications and Sociology and Masters in Nonprofit Management, she is a familiar face in the community. As you can imagine, she doesn’t have a lot of free time—but she still manages to spend time with her family, hike, and serve as a room parent for her son’s daycare.

Trisha Whetstone, Esq., Compliance Officer & Legal Counsel

With a legal and regulatory background, Trisha brings deep thinking and critical insight to her position at InHealth. She helps define and establish company standards and makes sure that we’re following all applicable federal and state laws. Before coming to InHealth, she worked at the Ohio Department of Insurance as a Health Policy Analyst. In that role, she assisted in the development of form and rate filing guidance and checklists and the Ohio Essential Health Benefits Benchmark Plan. She also guided ODI’s implementation of Qualified Health Plan (QHP) and Stand-Alone Dental Plan certification requirements. This included the development of checklists and guidance documents to assist insurance companies. Previously, she has served as extern to Chief Justice Maureen O’Connor in the Supreme Court of Ohio and as intern for Judge Michael Watson at the United States District Court, Southern District of Ohio. She also has been a law clerk for the Fairfield County Prosecutor. Originally from Laredo, TX, she earned her Bachelor of Science in Criminal Justice from Texas A&M International University where she graduated Cum Laude. She earned her Juris Doctor from Capital University Law School, again graduating Cum Laude.

Larry Stelzer, Jr., J.D., Vice President of Legal Affairs

Larry is the vice president of legal affairs for InHealth Mutual.  He oversees and handles legal matters and enterprise risk management initiatives, advising its board, officers, and staff.  He has extensive expertise providing counsel on legal matters relating to business, insurance, and government affairs.  His experience includes practicing with Vorys, Sater, Seymour and Pease, LLP and serving as general counsel to the Ohio Council of Retail Merchants and Simplifi ESO, LLC.  He earned his law degree from the University of Florida, College of Law and also received his Bachelor of Arts in Political Science from the University of Florida.
